That doesn't completely invalidate your main point of course it's true that I could pick any settler and give them a very good weapon (and, even though my tests prove that a maxed-out vanilla gauss rifle can never put out 3,000 dps, it is still a very good weapon), but even the best vanilla (or moderate, reasonable mod) weapon is never going to make them as good as a maxed-out automatron (giving them a Fat Man might technically make them as powerful, but they'd practically wreck their own settlement), and even the best combination of combat armor and ballistic-weave clothing will never make them as tanky. I really have no clue where you came up with 3000, and since you also got the name of the mod wrong, I must conclude that you actually don't know what you're talking about and were just throwing around outrageous figures as an excuse to call people stupid. An uncharged shot has half power (an unfortunate development choice that I disagree with, but I did test it and it is the case, so it is what it is), so the damage per second is still. It's called a "capacitor boosting coil", by the way, and the maximum damage of the gauss rifle is 403 per shot I just timed myself with the stopwatch app on my phone and I was able to fire 10 shots per 5 seconds by firing without charging and the 'rapid' legendary effect did not improve this, so the maximum is 2 shots, or 806 damage, per second. That being obvious, I must conclude that you just wanted to throw insults around. No, we've run into a legitimate dual-use situation with the term 'mods' as you pointed out, they refer to both modifications of the game AND in-game modifications to weapons, meaning that it is entirely possible for us to have a misunderstanding without one of us having to be "totally and completely outright clueless".
